Job Description
Support Head, Compliance, Retail & Commercial Clients, Singapore ("HC RCSG") in implementing at country level the vision, strategy, direction set by the Head of L&C, Singapore.
Support HC RCSG in ensuring the effectiveness of the Group's management of Compliance and Regulatory Risk issues by taking responsibility and leadership in-country to address it.
Support efforts to promote, lead and manage the culture and practice of Compliance and ethics to ensure the conduct of business is within regulatory requirements and ethical standards consistent with supporting Group's strategic direction and growth aspirations.
Support the establishment and maintenance of frameworks in country to ensure compliance with applicable banking regulatory requirements and internal compliance policies and procedures so as to protect the reputation of the Bank and balance the needs of other stakeholders.
Key Roles & Responsibilities
* Performing duties objectively and to support sustainable growth in an independent manner.
* Meet Compliance team objectives and priorities as set and agreed with HC RCSG. Regularly review and discuss performance and development with HC RCSG.
* Provide leadership and coaching of members of the Compliance team to ensure they are highly engaged and performing to their potential.
* Assist HC RCSG to establish and maintain effective processes, including training, advice and support, to assure that the functions' policies and standards relating to regulatory compliance are effectively implemented in country.
* Support preparation of regulator's inspection of Commercial Clients segment by attending to information requests, pre-inspection questionnaires and enquiries during the regulator's inspection.
* Advise on material compliance issues as required and provide support to the Commercial Clients segment on material Compliance and Regulatory Risk issues and proactively monitor business specific regulatory developments.
* Provide guidance on proper applications and Interpretation of laws and regulations applicable to the Commercial Clients segment.
* Provide proactive and timely identification, dissemination and advice of regulatory changes and practices and associated risks.
* Provide proactive identification of material Compliance and regulatory risks in the business, including those related to products - both existing products and those under development.
* As part of the products approval process, ensure material Compliance Regulatory risks are identified and appropriately mitigated. Review the Country addenda of Product Approval Documents for local and cross-border regulatory risks.
* Ensure adequacy of controls to mitigate Compliance and Regulatory Risks.
* Raise awareness of, and address, Compliance and regulatory risks and issues by providing specific training on regulations and compliance policies.
* Implement and ensure timely conduct of compliance reviews.
* Assume active involvement in management of critical issues that have a significant regulatory impact on the Bank's business operations within the country.
* In the event of serious regulatory breaches, or where risk tolerances have been breached, responsible for ensuring the relevant business and Senior Management are informed and that actions are taken quickly to remediate and/or activities are ceased.
* Support HC RCSG to ensure coverage of all compliance and regulatory work related to selected acquisitions undertaken at country level.
* Responsibilities exclude fraud-prevention, BCP/Crisis Management, Operational Risk management and 1st line assurance.
Qualifications & Skills
* Compliance/Audit professional of at least 5 years standing.
* Good judgment enabling the provision of sound advice in difficult areas of regulation and practice and the proactive management of compliance and regulatory risk.
* Must possess strong leadership qualities, excellent interpersonal skills and multi-cultural awareness and sensitivity.
* Ability to manage and give leadership to staff in the in-country Compliance team.
* Sound judgment on business practices, regulatory relationship management and reputational risk.
* Personal authority and integrity with proven ability to establish relationships and exert influence at the most senior levels of the Country and with regulators and other external stakeholders.
