As part of the journey, the Sr. Director Network/Strategic Capacity Planning and Sourcing Decision Management establishes the mechanism to drive towards a consistent and Best-in-Class Network/Strategic Capacity Planning/Sourcing Strategy, Governance, Process, Tool, Standard, System and Measurement. This in support of the respective Value Streams/Value Chains and taking into account the specificities of each of those (e.g. need for proximity to customers to support agility, need for reliability to ensure excellent service levels,….)


The role will ensure that Best-in-Class standardized and harmonized tools and processes are designed and deployed to ensure that J&J SC operates with the most optimal network configuration (Internal & External) and asset utilization, optimized in alignment with the E2E Value Stream/Value Chain optimization. That Sourcing Decisions are made to best support an optimized E2E Value Stream/Value Chain.

The position will be essential to deliver the JJSC strategy by: Designing and deploying standardized and harmonized tools and processes for evaluating Network related business scenarios to support and secure new product launches and supply of established products. Providing insights and recommendations for the JJSC network over the strategic horizon. Designing and deploying tools and processes into the segments to allow them to take the appropriate sourcing decisions by presenting and discussing all sourcing requests related to the network. Designing and deploying tools and process into the segments to allow them to have E2E capacity visibility and transparency over mid to long term horizon across the network. To allow the segments to create, modify and maintain long terms E2E demand and capacity models for the respective value streams/chains, including internal and external manufacturing networks. Designing and deploying tools and processes to ensure timely product availability when preparing and implementing product transfers. Verifying that the Network/Strategic Capacity Planning and Sourcing Strategies are deployed and implemented by the segments

Key Relationships to include JJSC Leadership Team, Segment Value Chain Leadership, External and Internal Customers, R&D and Regulatory Partners, Commercial Partners, Customer Insight Partners and the IT organization.

Strategic Network/Strategic Capacity Planning and Sourcing Decision making: Develop a robust and deep understanding of Manufacturing (Internal and External) Network Drivers (Profitability, Growth, Agility, Business Continuity,…) and quantify their worth, in collaboration with the Segments. Develop and deploy tools and processes to allow for the segments to evaluate and renew the manufacturing network and asset utilization strategies in support of the business outlook and in support of the value streams/chains. Strategically identify and develop a Road Map for J&J to become the best-in-class company in leveraging her network and assets, driving highest possible value for customers while improving J&J’s performance. Strategically drive the leverage for J&J with the segments of Strategic Network and Capacity investments via the use of common tools, processes and capabilities. Consolidate and review regularly the overall J&J Network and capacity strategic outlook to ensure proper understanding of up-and downside flexibilities and scenario’s to understand pro-actively opportunities and exposure in support of the value streams/chains, including launches. Ensure to maximize the value proposition on Network and Asset investments for our customers and J&J’s performance. Identify important strategic network and asset utilization opportunities which can be initiated and implemented by the S&D Strategy group. Contribute at and provide strategic input to the JJSC Strategic Planning cycle.

Core Processes

Overall including Network/Strategic Capacity Planning/Sourcing Decisions. Develop and deploy network processes and programs in line with the J&J Network Strategy. Develop and deploy processes to maintain the appropriate global capacity profile for the J&J Network. Develop and deploy processes to harmonize and standardize Asset and Product Strategic capacity planning and Sourcing Decision Processes. Ensure the segments use the appropriate tools and processes, data, facts and analytics, when they propose network/asset strategies and investments. Lead Cross Segment Network/Strategic Capacity/Sourcing Council.

Network responsibilities to include: Design and deploy tools and processes for the segments to develop manufacturing options by using the established business strategies in the areas of Network configuration, Tax & Finance, Market access, Manufacturing, Quality & Compliance, Regulatory and CLS. Design and deploy tools and processes for harmonized and standardized business case preparation, guaranteeing consistent evaluations, such that decision making is facilitated. Design and deploy tools and processes to coordinate, evaluate and improve the entire process flow, from preparation of the business case up to final decision in the JJSC and Segment Sourcing Committee. Prepare, organize and manage a quarterly JJSC Network Governance Board, driving understanding and alignment across JJSC on Network plans, as well as on the level of acceptable business risk. Combined with the quarterly JJSC Capacity Governance Board.

Strategic Capacity Planning responsibilities to include: Design and deploy tools and processes for the segments so they can develop on a regular basis a global long term capacity profile per Value Stream/Value Chain/Technology Platform / Site / Product. Ensure and verify that the segments prepare strategic capacity analyses and recommendations in support of network configuration scenarios, new product introductions, L&A opportunities and deals, E2E supply chain optimizations, SCRM planning and the long range financial plan. Ensure and verify that the segments implement and execute this renewal process of the long term capacity plan to facilitate analysis and strategic recommendations. Provide tools and processes to support what-if scenarios, which provide upside/downside demand/capacity implications, assess and validate the model from multiple points of view, and developing recommendations. Support the CAR review process for specific equipment related to cross segment investments which require review at JJSC level. Support the teams in the segments in charge of executing the overall Strategic Capacity Management processes. Ensure alignment on investigation and implementation of improvements to existing issues and practices. Prepare, organize and manage a quarterly JJSC Strategic Capacity Governance Board, driving understanding and alignment across JJSC on strategic capacity plans and asset utilization, as well as on the level of acceptable business risk.

Sourcing Decisions responsibilities to include: Design and deploy tools and processes for the segments to determine the different sourcing steps for the respective value streams/chains globally. This applies to both internal as well as external manufacturing. Design and deploy a process for the segments so they can run in a consistent way and with a specific rhythm their Global Sourcing Committee meetings, communicate and record all decisions taken. Design and deploy processes for the segments to secure product supply during transfer projects, with focus on risk identification and mitigation. Ensure that the processes are properly documented, provide work instructions which have to be used by the operational/segment teams, indicating in particular the intersection points between the functions with clear R&R; important in the cross functional supply chain environment

Organization/People responsibilities to include: Lead a team of Network/Strategic Sourcing/Sourcing Decision subject matter experts at JJSC-S&D to enable core process which will drive to integrated solutions for the segments so they operate with the optimal network and capacity utilization in support of the business Enable the development and deployment of Network/Strategic Capacity Planning/Sourcing Standardized/Harmonized Organizational Designs across the Segments. Drive Improved Network/Strategic Capacity Planning/Sourcing capabilities by deploying Learning and Development Programs. Establish a Network/Strategic Capacity Planning/Sourcing community across J&J that ensures Communication, Education, Training, Succession Planning for an Integrated Talent Community related to Network/Strategic Capacity/Sourcing Decision taking. Leverage the Network/Strategic Capacity Planning/Sourcing standardized and harmonized organizational designs and processes, to train people on proven ways of working

Collaboration responsibilities to include: Connect with key stakeholders to understand/define their needs and requirements and translate these into process and tool improvements. Connect with the segments to map the As-Is processes and tools to allow to design the To-Be best in class tools and processes, based on additional external benchmarks and best practices. Collaborate with the segment network teams to ensure continued alignment and standardization/harmonization of tools and processes and Network/Strategic Capacity/Sourcing plans. Ensure we have an overall J&J view on network/capacity risk based on proper risk analyses by partnering with colleagues in the segments. Collaborate and Integrate with Supply Chain Leaders, Commercial, R&D, and External Partners to develop and deploy Strategic Frameworks for the Segments to deliver on aligned JJSC goals. Collaborate with the S&D functions to deliver on the best in class vision and related challenges, but also to synchronize efforts driven from the S&D JJSC team. Develop tools and processes which enable collaboration across the functional teams within the Supply Chain but also with commercial, R&D, Regulator. Collaborate closely with the IT organization to ensure processes are enabled by systems, tools and technology solutions. Also, ensure that the standardized and harmonized processes will enable the use of common tools and information systems and that there’s frequent interaction with the software supplier to discuss functionality improvements, report generation. The position might also involve collaboration with external subject matter experts or consultants, whenever certain business tools or processes need to be changed or new ones need to be added.

Measurement responsibilities to include: Develop and deploy a Standard Set of Network performance and Capacity Utilization metrics and dashboard. Select, develop and establish implementation timing of Standard Business Processes as well as the Maturity Development and Benchmarking for those Processes in collaboration with each Segment.

Qualifications

To qualify for this role one must have an Undergraduate degree in engineering, logistics, computing, business, finance, economics or supply chain disciplines. Graduate degree/studies in related discipline/MBA a plus. Advanced degree is preferred.

Approximately 15 years of work experience in a manufacturing, planning, logistics environment. At least 5 years of experience working in a manufacturing/planning role is ideal. Supply chain experience in health care, pharmaceuticals, consumer products, medical device is preferred.
