Job description
The focus of this role is to meet the Government Relations (GR) challenges presented by eBay Inc.'s expanding operation in Asia Pacific. This role will provide strategic GR support to all eBay Inc businesses, from PayPal, eBay Marketplaces, eBay Enterprise, Gumtree to any other new businesses which eBay Inc. may bring to Asia Pacific either organically or through merger & acquisition.
The Head of AP Government Relations will work closely with all regional business units; Legal, Compliance, Corporate Communications and other relevant internal stakeholders to create and implement effective long term GR strategies and action plans in Asia.
This requires a skillful, pragmatic, flexible and a locally sensitive approach , and is of critical importance to the future success of eBay Inc in Asia Pacific
Present and project the Asia Pacific political and regulatory landscape to eBay Inc.'s global government relations and legal teams, senior management and country management.
Lead, coach and mentor the regional GR team to further develop their strengths and positively impact eBay Inc.'s regional growth.
Shape and implement a sound policy-related 2014 regional strategic plan for key issues; assessing the competitive environment, customers , regional and global perspectives in order to protect and build corporate reputation for long term regulatory and advocacy objectives.
Monitor, interpret and influence the policy environment; political, regulatory, economic developments which may impact eBay Inc.'s businesses , ensuring relevant communication is disseminated to all internal and external parties appropriately.
Lead development and execution of eBay Inc execuives outreach and key stakeholder engagement to relevant policymakers, ensuring external relations are on-going and aligned.
Identify and ensure awareness of key external regional constituencies, including Governmental and Non-Governmental Organizations and opinion leaders who may have a positive or negative impact on the business.
Proactively present concise and business-relevant GR intelligence on pertinent regulatory changes and government issues.
Manage any external GR consultants in collaboration with other internal stakeholders and functional colleagues.
Organize and launch grassroots outreach as necessary to support causes championed by eBay Inc.
Integrate regional GR efforts with global GR teams in global HQ (San Jose, CA) and international HQ (Singapore).
Collaborate and work closely with eBay Inc .regional Business Units Leaders, Legal, Compliance and Communications teams and make sure eBay Inc in Asia Pacific is compliant with relevant laws and regulations.
Reports To: Deputy General Counsel & Head of Global Government Relations, based in San Jose with dotted lines to the regional business unit leaders based in Asia.
Subordinates: Government Relations teams based in Singapore, Sydney, Seoul, Tokyo, Shanghai, Beijing, Delhi and Mumbai (current headcount = 17).
Minimum 15 plus years work experience within Asia Pacific, preferably in a relevant industry: Payments, Global Financial Services, Consumer/Retail Banks, eCommerce, Information Technology
Strong knowledge of the payments/mobile payments and consumer financial services ( Merchant, Network, Credit/Debit Cards) is considered extremely advantageous and a value add
A true appreciation for technology; its manifold applications, uses and future. eBay is at heart a technology company, and it is helpful to understand its uses in order to influence certain regional regulatory bodies.
Deep knowledge of regional legislative and regulatory processes in key Asian markets is mandatory.
Example of a previously successful formulation of a regionally based and relevant Government Relations strategy is of strong interest.
Past work experience with a Western matrix-styled organization , with an understanding of how to successfully navigate through the organisation to partner effectively with other business units
Excellent written, verbal, communicative and influencing skills. Fluency in English essential; Mandarin is considered helpful; other Asian languages beneficial.
