The Director, Government Relations is a key full-time role focused on Visa’s government, regulatory and stakeholder affairs in Indonesia, the Philippines, Vietnam and the Mekong Sub-region.
We are flexible on the location for the right candidate, i.e.: Could be based in Singapore or one of the three locations that the candidate would be covering: Indonesia, Philippines, Vietnam.
The role will focus on developing and driving Visa’s Government Relations strategy by constructively engaging with national and, where relevant, sub-national governments, regulatory bodies, public sector agencies and related stakeholders with a view to ensuring public and regulatory frameworks that are conducive to a fair, level and successful operating environment for Visa’s current and future business across IPV.

Delivering against and further development of key Government Relations work streams will be critical. These include:

(i) prominently positioning Visa with political, regulatory and policy decision-makers

(ii) working to minimize the impact on Visa’s business, and the expansion of the electronic payments industry in general, of proposed new public and regulatory policies;

(iii) working to reform existing public and regulatory policies where they negatively impact on a fair, level and successful operating environment for Visa’s business, particularly where they impose regulatory burdens unequally; and

(iv) assisting in identifying business opportunities with government and ensuring Visa is well positioned to take advantage of potential partnerships with national and sub-national government agencies in the delivery of social services, payment of taxes, expansion of travel and tourism, furtherance of financial inclusion and other potential government programs that may benefit from the application of electronic payments.

The position demands the ability to work constructively in a market, regional and global corporate environment, including working successful as a leader or member of cross-functional teams. The ability and willingness to play an active role in developing strategic positions on market, regional and global public and regulatory policy positions for Visa will be essential. Crisis management and response skills are imperative for this position.

The ability to work independently as well as part of a larger regional and global team is essential and regular travel within the region is a feature of the position.

Specific Position Responsibilities
-Develop and implement a comprehensive Government Relations strategy for each of the countries within the portfolio together with the Vice-President for Government Relations Asia Pacific, Head of Government Relations Southeast Asia, Group Country Manager for the region, individual country managers and other relevant Visa business leaders.
-Monitor the regulatory and political landscape for threats and opportunities to Visa’s business and communicate this intelligence to locally-based business leaders, functional colleagues and global management.
-Manage Visa’s relationships with officials at key government agencies (e.g. central banks, Ministries of Finance, ICT, Tourism, Taxation, etc.) including the education of officials from these agencies about the value of Visa thereby improving the company’s overall reputation..
-Regularly communicate directly with lawmakers, government officials, regulators and policy makers that may impact Visa’s business to enhance Visa’s reputation and competitive position.
-Support adequate and ongoing Country Manager and Group Country Manager contact with key lawmakers, regulators and officials.
-Ensure local, group, and global business subject matter experts conduct regular face-to-face technical issue briefings with relevant regulators and government officials.
-Develop and deliver informative and engaging local communications about the value of Visa and the payments industry in general that is fully aligned with business priorities and global branding
-Recommend, engage and manage Visa’s relationships with necessary third-party intermediaries including government affairs advisors, industry associations, broad-based and business trade associations, diplomatic missions and civil society organizations.
-Remain aware of potential global implications of local issues and coordinate their management with global colleagues.
-Work on and, where relevant, lead cross-functional teams on various issues.

Qualifications
-5-10 years in relevant corporate position, regulatory or government agency and/or consultancy serving equivalent clients:
o Some knowledge of the electronic payments industry (preferred, but not essential).
o Financial services and/or technology pedigree, or strong experience in managing government and regulatory issues in another highly regulated business environment.
-First degree minimum; advanced degree preferred.
-General political acumen
-Excellent knowledge of the political and economic policy environment in SE Asia, with specific expertise on at least one of the following: Indonesia, the Philippines, Vietnam and the Mekong sub-region
-Active network of senior government, regulatory and bureaucratic contacts in the countries of coverage
-Confident and authoritative manner in all communication channels:
-Strong communications skills in English (essential) and a Southeast Asian language (preferred)
-Outstanding written communications abilities.
-Strategic advocacy and communications planning skills.
-Superior inter-personal and presentational skills.
-Strong digital research and communications skills.
-Ability to work independently and as part of a regional and global team
