POSITION SUMMARY
This role is part of a global team (with team members located across the US, UK, and Singapore) that manages the development of Operating Regulations in support of business initiatives such as new or updated products, systems, services, programs, or other projects globally. This role will manage the development of Operating Regulations language for the Visa International Operating Regulations including understanding the downstream impacts of the proposals, and ensure that all drafted regulations are consistent with current Visa philosophy while adapting to market-driven changes and that all materials meet the department’s standards of quality, before delivering the proposal to the Visa Operating Regulations Committee (“VORC”) for approval.

This role will be required to guide Business Function sponsors through the process of Operating Regulations conceptualization, development, review, approval and publication. In addition, the role will need to ensure that all appropriate approvals are obtained from the various Visa Inc. Committees, as well as all such processes are documented and managed within the global team. This role will also be required to provide Clients and staff with accurate interpretation and analysis of the operating regulations, and participate as a project team member for assigned projects as required.

JOB SCOPE

Responsible for ensuring that the implementation of Global Operation Regulations are aligned with Visa Inc.’s goals, strategy and key business drivers
Providing technical leadership and expertise to other Visa staff on the Operating Regulations
Managing multiple proposals with Business Sponsors and prioritizing these proposals as appropriate
Accountable for ensuring that Global Operating Regulations are easy to understand and do not leave Visa open to any unintended consequences
Developing of New and Revised Operating Regulations, Variances and Waivers
Supporting VORC Due Diligence and Governance Process
Reviewing Visa Business News publications prior to release
Managing and assisting in the publication of the Operating Regulations through the Publishing Tool as well as identifying improvements
Communicating waiver approvals to impacted clients
Assisting in the development of subsidiary extensions to the Visa International Operating Regulations
Coordinating team communication with Visa Europe Liaison regarding Common Business Rule changes and additions
Developing Redacted Disclosure Regulations
Supporting the development and maintenance of departmental procedures


Qualifications

Bachelor's Degree in Business Administration/Computer Science (of any related fields), preferably in Finance or Banking
8 to 12 years of experience with progressively increasing responsibility including extensive experience in Visa, a Membership organization, card payment industry or equivalent
Must be able to work independently, as well as part of a wider team
Excellent interpersonal, lobbying and communication skills (written and verbal)
Proactive, self-driven, and have the ability to work under pressure effectively and adhere to tight deadlines
High level of good judgment, diplomacy and tact
Good presentation skills accompanied by high personal impact and confidence to communicate and influence across all levels of the organization
Proven problem solving skills and organizational skills
Proven commitment to excellent customer services skills
Knowledgeable of different payment markets
Ability to travel as required
Awareness and understanding of Visa and Client / Industry business priorities
Understanding of Visa products, services and systems
Knowledge of the Visa Operating Regulations
Fully computer literate in MS Word, MS Excel, MS PowerPoint, MS Outlook
