Senior Director - APAC - Compliance - PayPal - Singapore
Job description
The leader we seek will be the architect and implementer of a robust financial institution Compliance program for PayPal's sprawling business presence in APAC, in the midst of rapid expansion and growth in both existing and new product lines. Key regulated jurisdictions include Singapore, Australia, India, China, Japan, Malaysia, Korea, Taiwan, Indonesia. While there is an existing Compliance program for APAC, this role would be a dedicated position given leadership responsibility to build out the core vision to meet regulatory standards, drive rigor, and form a close business partnership for the APAC business. The role reports directly to the global VP-CCO, who in turn reports to the Chief Risk Officer and PayPal Board of Directors. This position will also have dotted line authority over a dedicated Foreign Corrupt Practices Act (FCPA) compliance team.
Core duties will include:
1. Perform risk assessments, identify improvements required in the Compliance Program, and ensure improvements are made operational and sustainable in an auditable manner.
2. With support from the enterprise Center of Excellence for Compliance Risk Management, utilize tools and processes in monitoring compliance with laws and regulations.
3. Work with the Business Unit and functional leaders to ensure Compliance is built into numerous emerging APAC growth initiatives and new products.
4. Partner with eBay and PayPal compliance training initiatives to ensure APAC employees and management are adequately trained and adept in implementing laws and regulations.
5. Partner with Legal and Government Relations to stay abreast of changes in laws and regulations and recommend appropriate changes to ensure that operations adapt to comply with these changes
6. Manage regulatory relationships with key regulators, including but not limited to those in Singapore, Australia, Japan, India, China, Taiwan, Malaysia.
The successful candidate must have:
Subject Matter Expertise
• Deep knowledge of financial institution, money service business, and/or banking compliance in APAC, including significant knowledge of anti-money laundering, data protection, anti-corruption/Foreign Corrupt Practices Act, and consumer protection regulations
• Extensive experience with regulators and the regulatory exam process, ideally for money service businesses or money transmitters.
• Ability to quickly gain a deep understanding of PP product and/or how to incorporate compliance considerations into product builds

• Ability to build an customer-focused APAC Compliance vision for today and tomorrow
• Ability to assess business expansion needs and scale functional bandwidth
• Mindset to drive solutions that solve for both regulatory requirements and business needs.

EDUCATION AND/OR EXPERIENCE
15+ years of compliance and management experience within a large financial institution, preferably a chartered bank or bank holding company.
Operational familiarity with the Bank Secrecy Act, Suspicious Activity Reporting, and Office of Foreign Assets Control (OFAC) requirements, Foreign Corrupt Practices Act, and experience in consumer protection laws is highly desirable.
Regulatory, Legal, and six sigma experiences are highly desirable.
