Job description
The Control Officer will report to the CB Chief Control Officer with dotted line reporting to the Regional Control Officer. The primary function of Oversight and Control Office is to solidify an effective control framework within and across Commercial Banking and to identify and remediate control issues with a sense of urgency regardless of the source.
Primary responsibilities will include working with the CB APAC Leadership Team to ensure a gold-standard controls environment is in place across the CB APAC business.
The CB APAC Control team is responsible for implementing an effective control framework in CB APAC. In doing so, it will act as a central point of contact within APAC and will partner with business, functional and both CB and firm-wide control groups on the development of new, and oversight of existing control functions and protocols throughout CB APAC.
The successful candidate will create and implement comprehensive control and risk initiatives across CB APAC, ensuring delivery of expected benefits to the organization, and alignment with CB global standards and policies.
Key Responsibilities
Responsible for helping to set the strategic control objectives for CB APAC business by acting as the central point of contact to ensure objectives are executed in partnership with business leaders, working closely with the CB APAC COO.
Become a strategic, valued partner/central point of contact with all other control function teams (finance, operations, technology, legal, compliance, internal audit) and line of business teams throughout CB
Serve as a catalyst for change and a senior level consultant within the CB Control organization focused on planning and implementing control and risk initiatives.
Be an influencer in the broader CB Control Agenda
Assist in the development of operating protocols for the resolution of significant control issues and approval/post implementation reviews of New Business Initiatives.
Manage the APAC CB RCSA Process and governance structure. Oversee control testing and quality assurance reviews are being conducted on an ongoing basis.
Support all CB APAC audits and Compliance testing and monitoring activities, including analyzing any findings, helping CB APAC leadership provide appropriate management response, lead any required remediation efforts and work to improve controls
Help to ensure the right risk management culture is in place across the business
Ensure that employees have access to the right information and training to ensure the right control environment
Support Regulatory Exam/Audit preparation and engagement activities
Provide oversight adherence to CB APAC policies and procedures, KYC (overdue KYC, overdue DDFs, DDF quality), AML/OFAC survey process and risk and control communications, etc
Evaluate data and trends to identify improvement opportunities and associated issues and risks.
Identify quantifiable metrics and benchmarks to track progress over time.
Qualifications
15+ years of financial services experience with strong knowledge/experience across operations, technology, risk, legal, compliance, business management or other control functions.
Knowledge of banking regulatory environments across APAC a plus
Advanced program management skills required
Some travel required
Strong leadership track record
Proven ability to successfully negotiate and motivate at all levels within today's complex environment
Exceptional critical thinking, project management, analytical and communication skills.
Experience with, or knowledge of, implementing effective control environments.
Inquisitive and proactive in identifying risks and proposing solutions.
Demonstrated track record of adapting to a rapidly changing business environment, ability to quickly assess situations and capitalize on change.
BA/BS required; MBA and or CPA preferred
